Santa Monica Realignment Plan 2025-2028
This document is a one-year update on the Santa Monica Realignment Plan, originally adopted in October 2025 with a 24-month fiscal strategy aimed at achieving structural balance by FY 2027-28. The plan is structured around five strategic priorities: Achieving Safe Neighborhoods & Clean Streets, Activating Economic Opportunity & Growth, Developing Affordable, Livable, & Secure Housing For All, Creating Organizational Capacity, and Building Organizational Health. The update reports significant progress in stabilizing city operations, reversing the fiscal trajectory, and improving core municipal functions. Moving forward, the focus shifts from stabilization to revitalization, with initiatives like the Third Street Promenade Capital Refresh and the Downtown Catalyst Incentive Program designed to foster private sector reinvestment and restore community confidence.
