Planning Board Planning Services (Request For Qualification)
Provide professional planning services to the board for the 2027 calendar year. Planning services that may be required include, but are not limited to, review of site and subdivision plans as requested, act as liaison between the board and other city boards, agencies and departments, representation of the planning board as its planner pursuant to the municipal land use law and other applicable laws and ordinances, advise the board on all planning matters under the board’s jurisdiction and as to its responsibility under municipal land use law, provide assistance to the board in decision making at meetings, and, as applicable, provide advice to the board as to how a plan may be modified or re-designed to meet city zoning and planning requirements and/or to attain a better project. Additionally, the planner must, if requested, attend meetings of the planning board, prepare special reports, plans, studies, and similar work as requested, and may be required to provide other planning services as may be deemed to be associated with the position as planning board planner.

Skagit Transit intends to award a master task order agreement (Contract) to the most qualified professional Architectural and Engineering firm(s) capable of providing on-call multi-discipline engineering services for various projects associated with Skagit Transit facilities in Skagit County, Washington. Professional services to be provided by the selected Consultant(s) under the Contract may include, but are not limited to, the following categories for tasks and activities: Â· Civil/Site Improvement Designs (i.e. bus stop/shelter design, surveys, inventory and ADA improvements, agency specific standards/guidelines); Â· Transportation Planning (Service planning, transit studies, and zero emissions transition planning); Â· Planning, feasibility studies, facility assessments, condition assessments, and facilities ADA surveys/improvements; Â· Conceptual through final design (permitting, bidding support, construction administration, commissioning support, and grant-related technical services); Â· Support for capital planning documents such as facility master plans, transportation studies, transit development planning, and long-range capital improvement planning; Â· Asset management, lifecycle planning; Â· Franchise coordination and right-of-way coordination; Â· Mechanical Design and coordination (i.e. plumbing, HVAC, utilities); Â· Electrical Design (interior and exterior); Â· Architectural/Space Planning; Â· Structural Design And Analysis; Â· Value Engineering; Â· Constructability Reviews; Â· Project Estimating; Â· Scheduling and project controls; Â· Commissioning, building systems assessments, and facility optimization; Â· Environmental reviews subject to National Environmental Policy Act (NEPA); Â· Environmental reviews subject to State Environmental Policy Act (SEPA); Â· Environmental documentation and regulatory agency coordination, permitting coordination; and Â· Sustainability, resiliency, electrification, energy planning/utility coordination, and zero-emission infrastructure planning.
